there's supposed to be better brutes in blue red and yellow armor and anew and more powerful needler that you can't dual weild with

That's true. The brutes are gonna have ENERGY SHEILDS though. The needler will have only twenty needles per magazine. In Halo 3 beta when you reload with the needler it just looks kinda cool.
